Our Purpose

The purpose of Te Rangapū Mana Whenua o Tauranga Moana (RMW) is to work together to:

  • Provide a Tangata Whenua forum for Tangata Whenua within the Tauranga City Council (TCC) area to discuss and debate their local authority concerns and allow the RMW to implement initiatives to advance and protect the interests of Tangata Whenua.
  • Provide an opportunity for TCC and Tangata Whenua to discuss and develop council concepts, procedures, policies and projects that will impact on Tangata Whenua.
Our Values

Ngā Uara

The following values underpin the operation of the Te Rangapū Mana Whenua o Tauranga Moana the RMW:

  1. Recognises and values the status that Tangata Whenua have in the rohe of TCC. The hapu and iwi of the rohe of TCC are the holders of this mauri.
  2. Encourages the notion of shared management of limited resources for the mutual benefit to Tangata Whenua.
  3. Recognises that environmental, cultural, social, historical and economic principles are fundamental for future development in the rohe of TCC. 
  4. Recognises that the Tauranga harbour and Te Ao Maori (eg Mauao) are significant linkages to the identity of the region. 
  5. Recognises the protocol agreement between Council and each of the lwi/hapu in the Tauranga City Council rohe.

Tangata Whenua & Tauranga City Council Committee

Seek the broad highway that will unite the two peoples toward a common goal

The purpose of this committee is:

  • To forge an ongoing effective and meaningful partnership between the Tauranga City Council and Tangata Whenua.
  • To facilitate meaningful understanding of future impacts on key issues affecting Tangata Whenua and Māori that Council can influence.

The functions and key tasks of this committee are:

  • To bring to the other partner’s attention issues / concerns in respect of existing strategy or policy. 
  • To exchange information of mutual interest. 
  • To discuss new initiatives approaches and directions. 
  • Agree agenda topics for the following 3 consecutive meetings

Strategy, Finance and Risk Committee

Ensures risk management, internal controls and financial management practices, frameworks and processes are robust, appropriate and safeguard the council’s financial and non-financial assets. Monitors Council’s financial and non-financial performance, manages the treasury, develops the Annual Report, external and internal financial control and reporting, identifies and manages Council’s significant risks and manages legal risks.

Smartgrowth Leadership Group

The purpose of the Joint Committee (SmartGrowth Leadership Group) is to undertake and implement strategic spatial planning across the western Bay of Plenty sub-region1 in accordance with the SmartGrowth Strategy and the outcomes from the Urban Form and Transport Initiative. The SmartGrowth Leadership Group carries out its purpose in accordance with the delegations set out in the Agreement.
